Locomotive and Marine Diesel Engine Emissions Rule Finalized

On May 6, 2008, the U.S. Environmental Protection Agency ("EPA") published a final rule regulating emissions from locomotive and diesel engines. Line-haul, switch, and passenger locomotives are covered, as well as diesel marine engines below 30 liters per cylinder displacement. Near-term emission limits will apply beginning in 2009 to newly constructed engines, while existing engines will be subject to the emission standards upon remanufacture. Long-term emission limits, based on the application of high-efficiency aftertreatment technology, will take effect in 2014 for marine diesel engines and in 2015 for locomotives. EPA anticipates that implementation of these standards will result in a 90% overall reduction of particulate matter, and an 80% reduction in nitrogen oxides emissions, from affected sources.
